Hey, going over your points:
The hourglass is indeed a fun artifact, but don't discount its second ability! It's definitely more circumstantial, but all effects pass while you're frozen. This means it's quite nice if you want to negate debuffs, or let enemies get bored and leave you alone. Its function is very similar to the cloak, but there are a couple key differences, the biggest being that the hourglass is much less helpful for surprise attacks as you never go invisible.
Foresight is a bit weak right now, but it got some help from the new secrets in 0.6.2. The horn is extremely good early but can still hold its own when found in the midgame. The sandals are also a bit weak, but feed into specific niches. Artifacts in general were designed to work well in niche situations, so not all of them need to be generally powerful.
Regarding armor, plate is definitely good but you can get similar performance from a scale or chain with more upgrades. Plate and scale both account for about 45 percent of won runs, and chain makes up most of the remaining 10. As far as glyphs go, holding onto styli to use many at once is a good strategy, although I am looking into relaxing the downsides of some of the more common glyphs. For example, in 0.6.3 obfuscation will no longer reduce defence.
Regarding blandfruit, I don't want to do this because the whole point is that the fruit let's you get a free conversion from seed to potion. If your desperate for a faster cooked fruit just use a lesser seed, sungrass is quite good.
Regarding Rat King, I'm not against him having more gameplay tied to him, but at the end of the day he is a joke character and not meant to be a serious part of the games story. If I do more with him it'll likely be tied to an april fools event.

Glad some folks here are discovering other PD communities, although keep in mind that the subreddit is for all pd-related discussion, even if shattered is most popular. Also, I usually don't make betas subreddit-exclusive, but I'm running into distribution issues on google play right now.
Regarding ranged weapons, I've made several major adjustments to them since early beta, so make sure you're on the latest version (0.5, possibly updating to 0.6 tonight), as one of the major changes was slashing their drop rate. I am looking into overhauling inventory management to make way for more consumables though. If you find more ranged weapons the stack will retain lost durability. Think of it like how 1.5 + 2 = 3.5.
Also it's worth noting that as of 0.6.2 progression items cant be hidden anymore. Secret rooms now contain unique loot only.
