I'll attempt to clairify my point... what I was trying to say was that a wand of slowness or a ring of haste would better serve TheChrisLS's attack/retreat/attack/retreat tactic on crippled/slowed foes for several reasons:
1. There is no strength requirement, so the wand/ring don't have an turn penalty if you're too weak
2. The wand/ring are not subject to accuracy
3. The wand/ring have a recharging/limitless supply, ensuring that you can use this tactic as often as needed (dependant on wand recharge rate, of course)
This is not to suggest that the javelin is not a good candidate for this tactic, but to point out that optimally a ring of haste or wand of slowness are generally more ideal. I know that it's all dependant on what the dungeon gives you, as well. Either way, TheChrisLS is right, and if you do have javelins, due to their limit on quantity, the best place to expend them is probably on dwarf monks due to their infuriating tendency to disarm you in melee combat.
Maybe I just suffer from the hoarder affliction that prevents me from utilizing limited resource items "in case there's a tougher encounter around the corner", and that has jaded me against expendable missile weapons. :P
